Pay a Utility Bill

To pay a utility bill you may come to City Hall and pay in person with check, cash, card or money order. City hall is open Monday through Thursday 9am to 5pm excluding federal holidays.

Start a New Utility Service- New Homeowner

To start a new utility service, you must submit a credit check or pay the standard deposit. Then you will need to fill out an Application and Agreement for Utility Services (linked below). If you need help, please reach out or come to City Hall during business hours.

Public Records Request

To submit a public records request the city utilizes CivAssist. You may submit a public records request using the online portal at the following link.

Festival/Facility Use Permit

A Festival or Facility use permit is required for large gatherings on public property such as the Portola City Park.  In general, a gathering with fewer than 100 people on public property using city facilities requires a facility use permit. A gathering greater than 100 people will require a festival use permit when held on public property.  Additionally, any festival that uses vendors that serve food must ensure that those vendors have the required permits from the county and the city.  You can find the forms at the following links:
