Local Hazard Mitigation Plan Update (LHMP)
Over the course of this year, we have worked in conjunction with Plumas County and local participating agencies to develop and participate in a countywide Local Hazard Mitigation Plan. These efforts will help us mitigate the potential for long-term hazard risks to our people, property, environment, and local economies. With an updated and FEMA-approved plan, our communities can apply for pre- and post-disaster mitigation grants, providing more resources to protect and prepare our City.
The draft plan is available for public review at the link below. In addition, a printed copy of the plan is available at the Plumas County Office of Emergency Services at: 1446 East Main Street, Quincy CA 95971. The City of Portola Annex to the plan is available at City Hall located at 35 Third Ave, Portola, CA, 96122.
A public meeting on the Draft LHMP will be held Tuesday, December 9, 2025, from 5:30 -7:00 pm at the Plumas County Quincy Library Meeting Room, 445 Jackson Street, Quincy, CA 95971.
Final Input: All final input on the Draft LHMP needs to be provided no later than Thursday, December 18, 2025.
There are several options for providing comments on the LHMP Public Review Draft:

- Bring comments to the final Public meeting
